    Validate capacity, secrets, schemas, backups and dependency health.

    Apply versioned manifests and run backward-compatible migrations.

    Verify

    Run smoke tests, audit checks and cross-suite event validation.

    Close or roll back

    Record evidence; revert through the governed rollback runbook if gates fail.
